This performance area entails the reorganization and restructuring of village settlements for increased access and improved social services and social welfare. This entails following about 3 tracks:
The first track entails the survey of settlement areas
The second track entails the opening of structured access roads
The third track entails the construction of solar based streetlights to increase visibility and community security
The fourth track entails the establishment of community centers with libraries and museums
The fifth track entails the establishment of community based modern shopping and market centers
The sixth track entails the establishment of community based police stations
The seventh track entails the establishment of community based cooperatives
The egith track entails the empowerment of community leaders
